Local rules that change the job

Each city and utility here sets its own rules. These are the ones that catch people out.

Menlo Park

Replacing a central AC? The city wants a heat pump.

When a project replaces an existing AC condensing unit, Menlo Park requires a heat pump in its place, unless the heat pump's extra cost exceeds 20% of the cost of the work.

A heat pump rebate that skips dual-fuel

Peninsula Clean Energy lists a $1,500 rebate when a heat pump replaces a gas furnace. A dual-fuel system with gas backup heat does not qualify.

Palo Alto Utilities asks you to reserve rebate funds before new equipment goes in. Once approved, the money is held for up to 120 days.
